How does this practice meet the applicable standard?
|
The Foundation Board cannot always meet quickly to respond to emergency situations in a community. Therefore it has established and authorized emergency grant programs that make grants to 501c3 organizations that can provide that immediate response to individuals affecting by emergencies.

Briefly describe the practice, including key elements:

Parkersburg Area Community Foundation has two emergency funds for two different communities. In both cases they do not make a grant to a family or individual directly. Both funds have local advisory committees of three people who can convene at a moment's notice. In one community, the City serves as the recipient of the funds and the City's three person committee listens to requests and distributes to the individuals affected by the emergency and does the corresponding accounting. For the second, a three person committee convenes (director of emergency services, local ministerial alliance representative, local nonprofit representative) and the local Community Resources organization (a 501c3) accepts applications, documents financial need, etc., and Foundation makes grants to it. The organization keeps receipts and records for all expenses and an individual log similar to what FEMA maintains in a disaster situation. The organizations report back on how the grant funds were spent.
